Human Society, perhaps..
Dear Dispatch, Deb There are plenty of alternatives. Most towns have some petsmart, petsden you name it pet world… that have out-searches for the proper group to go in and fine or take the dog away, There are some national known ones too, but I would watch these “ PETA” they look more like wanting to make a name for themselves more then help the cause. But a local human society or animal kennel will perhaps do in a pinch giving the information. Good Luck

Nope, Human Society wont do a thing -- ASPCA doesnt exist here & County wont step in unless City asks & she's not all there. Thinks it's fine to leave dog out in ice & snow as long as the garage door is open for shelter --- duh!!! It's still cold, no hay, no heat, no water........wtf! Been at this for a year. Know what she tells me? Talk to the prosecuting attorney! What???

I understand how you feel
Some folks just have no desire to be educated and have no compassion. Unfortunately, animlas and children suffer most at their hands. Check the next city or county near by and see if they will intervine or have any clout in the community.
Your so sweet and caring but sometimes there really is just nothing you can do to help.

Take videos of the dog outside and the conditions no water.. no hay or blanket to keep warm. If his paws are damaged ect make s ure to take pics of that too.. do this as much as you can on different days.. then take the video to your local judge, minister, coffee shop, talk to anyone that will listen to you..protest it.. if its a small town call your closest TV station and tell them your story.. ask them to do one of the investigative reports.. call into any local talk shows and complain.. get a hold of your city councilman, Broadcast this story to who ever will listen to you about it..
if nothing works.. steal the dog and give it to a shelter in a distant county..

Dog left out in all weather....
What to do when Animal Control, county animal control & police dont care about dog left out in the ice/snow/cold winds, along with extreme heat in summer.

I'm frustrated & ready to go to her BOSS, which I would know will be a police chief or such and they care soooo much about animal complaints.

:(

If you live in a small town like ours they won't do anything!
I went to the city council about outside burning because of my COPD and they just laughed at me!! They won't do anything unless it effects them here.

I have seen dogs in these conditions and, somehow, they seem to manage. If the people called checked it out and didn't see any damage to the dog that may have been enough to satify them.

I don't like, you don't like it and neither do alot of people but some it doesn't bother at all. It makes me wonder how they treat their small children and older parents.

And, yes, as C2c advises; it may make a differance somewhere.
