HAPPY MEMORIAL DAY

   On September 17, 1787, the day the Constitution was signed, Elizabeth Willing Powel — a prominent Philadelphia socialite and close friend of George Washington — asked Benjamin Franklin in the streets outside Independence Hall, “Well, Doctor, what have we got, a republic or a monarchy?”   Franklin, then 81 and in poor health, replied: “A republic, if you can keep it.
