Can anyone tell me why there is sometimes the "bar" on the right side of my guestbook?

Its ok ayse its just comments and your still getting them

If you mean on the side of the comment someone leaves.
It sometimes shows when the pictures put in your comments are over sized , When You have your page set with a size limit in the CSS code.
